The National BDPA Delegates meeting, held annually during the annual conference, is the highest policy-making body of the Association. It is comprised of chapter voting delegates. The number of voting delegates is determined each year based on each chapter's selection.  Each chapter has 3 votes and may appoint 1-3 voting delegates.  The delegates have the legislative and elective powers and authority to:


  • Determine policy of the Association
  • Amend and repeal bylaws
  • Amend, suspend, rescind standing rules
  • Adopt ethical principles and standards to govern the conduct of members
  • Charge the Board of Directors to carry out activities on behalf of the Association
  • Modify or reverse a decision of the Board of Directors
  • Elect the Officers of the Association 

Delegates: A Deliberative Assembly

  • Operates according to bylaws which can only be revised (known as amending) by giving "notice" and by a 2/3 vote of the body
  • Must follow Robert's Rules of Order as its parliamentary authority

House Business is conducted using Robert's Rules of Order.  Ultimately, it is the majority of delegates who decide the general will, but only following the opportunity for a deliberative process of full and free discussion.

  • Robert's Rules of Order is not concerned with the wisdom of a specific decision, but the process by which the group arrives at the decision.

As a delegate, you will be part of the body that determines the national Association's bylaws, positions and policies.

What are the qualifications to serve as a delegate?

A delegate must be a member of a Chapter in good standing.


How often do delegates meet?

Delegates meet annually during the national conference. The actual number of meetings during the conference may vary depending the number of motions are being brought.

Delegates are also expected travel to and attend the National BDPA Delegates Meeting during the annual conference, which is traditionally held over the course of 1 - 2 consecutive days in July or August.   Future dates and locations:
